Specializing in Abductive Profiling
Jeff is the principle analyst and managing associate of the Gwynne Consulting Group (an association of independent consultants) Dothan, AL, and the Executive Director and Senior Lecturer of Theoretical Forensic Science Studies at the Alabama Law Enforcement Command and Staff College (ALECSC), affiliated with Troy University. He received a B.S. in Aeronautical Engineering, an M.S. in Forensic Detection of Deception Science, a Ph.D. in Law Enforcement Education, and attended the Center for Homeland Defense and Security at the Naval Post Graduate School. He is a Subject-Matter-Expert (SME), in Theoretical Forensic Analysis - specializing in Crime Reconstruction Analytics and Crime Countermeasures Modeling & Application Engineering.
Over his six-decades of professional experience Jeff has conducted or provided directional oversight in numerous theoretical forensic, applied criminalistic, and crime-countermeasure assessments. In addition, he has lectured extensively on law enforcement and security-based subject-matter, authored multidisciplinary articles, textbook manuscripts and technical manuals dealing with public safety issues, holds patents for both security and law enforcement equipment designs, and has been recognized by both public and private organizations for contributions to public safety research and education.

Senior & Lead Investigative Analyst
Kevin is the lead investigative analyst and senior associate for analytics operations. He leverages more than two decades of law enforcement and security experience, retiring from the Alabama Law Enforcement Agency, as it’s Deputy Secretary. Among his numerous scholastic achievements he is a graduate of the FBI National Academy, holds a Professional Certificate in Theoretical Forensic Analysis - Alabama Law Enforcement Command & Staff College - affiliated with Troy University, holds a Board-Certified Designation as a Theoretical Forensic Analyst in Crime-Countermeasures Science (ALECSC), and a Board-Certified Designation as a Theoretical Forensic Analyst in Crime-Reconstruction Science, (ALECSC). In addition, he was an invited Member of the Theoretical Forensic Working Group, Auburn University at Montgomery, and developed the first Theoretical Forensic Cold-Case Analysis Group in the Alabama Law Enforcement Agency. He is currently an adjunct faculty member - Theoretical Forensic Sciences Group, Alabama Law Enforcement Command and Staff College (ALECSC).
Charles R. Ward, SME Theor.For.
Senior Investigative Analyst
Charles is a Senior Associate with 36 years of law enforcement experience, retiring as a Colonel and Director of the State Police Highway Patrol Division, Alabama Law Enforcement Agency. His vast experience, beyond organizational leadership and management positions, include an array of specialty assignments involving the investigation of traffic homicides, dignitary protection/capital security operations, and emergency response planning to name a few. Included in his numerous academic achievements are two major professional certificates from the Alabama Law Enforcement Command and Staff College, affiliated with Troy University . . . the first in Organizational Leadership and Management, and the second in Theoretical Forensic Analysis. In addition, Charles brings forth a depth of knowledge in the arena of firefighting (technical and tactical operations), fire prevention, and emergency/risk management . . . serving many years in volunteer fire service. He currently serves as an adjunct faculty member at the Law Enforcement Command and Staff College (ALECSC), affiliated with Troy University.

Jack W. Clark,
Associate Investigative Analyst
Jack is an associate investigative analyst with experience in dealing with criminal, accident and risk analysis assessments. He experienced in all facets of professional police operations, retiring as the Director (Colonel) Support Services Bureau, Alabama Law Enforcement Agency, where he was charged with the operational over site of the State Police Training Academy, Aviation Unit, Explosive Ordinance Disposal (EOD), operational Tactical Team, and State-wide Communications. He attended both Faulkner and Troy Universities, and is a graduate of the two-year “Executive Fellowship Program, Alabama Law Enforcement Command and Staff College, affiliated with Troy University . . . receiving a professional certificate in Organizational Leadership and Management. Jack currently serves as a Board Member, ALECSC Educational Foundation.
Richard Todd Fulmer,
Associate Investigative Analyst
Todd is an associate investigative analyst experienced in dealing with criminal, accident and risk analysis assessments. He is a retired Assistant Chief with the Alabama Department of Public Safety, commanding a broad-base of senior-level experience in law enforcement; including specific experience in protective operations and systems dealing with threat agents and threats against state facilities, buildings, and dignitaries.

Todd’s professional qualifications include a Degree in Criminal Justice and recognition as an accredited instructor in public safety and security issues; meeting the exacting qualification standards of both the Alabama Peace Officer Standards and Training Commission (APOSTC) and the Alabama Security Regulatory Board.
Richard H. Martin, Ed.D.,
Research Associate
Dick holds a doctorate degree from Indiana University, and has attended the Center for Homeland Defense and Security at the Naval Post Graduate School. He is currently a Professor of Criminal Justice, Department of Leadership Studies - Mercer University, where he teaches graduate and undergraduate courses in Homeland Security and Emergency Management. Furthermore, he is a commissioned member of the Advisory Board of the Alabama Law Enforcement Command and Staff College (ALECSC), where he also serves on the committee for Theoretical Forensic Sciences.
Dick’s vast knowledge is based on over four decades of combined experience in law enforcement and criminal justice education experience. He has written extensively on public safety subject-matter, holds membership on several editorial review boards, is the Associate Editor for both the Journal of Education and Training Studies and Law Enforcement Executive Forum Journal, and is the current Chair of the IACP University Police Section Scholarship Committee.
